人力资源作为天津滨海新区(以下简称“新区”)第一战略资源,在新区经济社会发展中具有重要战略地位。新区现行的人力资源管理模式曾在新区十几年的建设中起到了积极的促进作用。但随着新区经济社会快速发展和开发开放步伐加快,这种模式暴露的问题在一定程度上阻碍了新区的发展,新区人力资源管理模式创新势在必行。
As the first strategic resource of Tianjin Binhai New Area (hereinafter referred to as “New Zone”), human resources have an important strategic position in the economic and social development of the New Zone. The current mode of human resources management in the New Zone has played a positive role in promoting the construction of the New Zone over the past decade. However, with the rapid economic and social development in the New Zone and the acceleration of development and opening up, the problems exposed by this model have hindered the development of the New Zone to a certain extent. It is imperative to innovate the human resources management mode of the New Zone.
