核电项目的建设具有周期长、投资大的特点,在项目建设过程中面临的风险多种多样,如何有效应对这些风险,将对项目的整体经济性和竞争性产生很大的影响。因此,对核电项目进行完善的、全方位的风险管理,构建一套完整的、可实施的项目风险管理体系,有助于对项目建设过程中面临的各种风险采取主动应对措施,实施有效的预防和控制,使整个核电工程项目以最小的成本获得最大的回报。本文结合核电项目的特点,通过参照国际上风险管理的通行做法以及积累的核电项目建设经验,对风险管理体系进行了研究,提出了一套适合于核电项目的风险管理体系,旨在为项目建设保驾护航。
