卫生防疫质量问题不仅是一个方法与技术上的问题,也不仅是一个控制措施和各种制度建立上的问题,而是一个文化问题。它直接反映整个卫生防疫战线综合发展水平,特别是其主体—人的素质优劣状况,是一个社会—文化—人的素质问题在卫生防疫工作实践过程的表现。卫生防疫质量文化分为核心层—质量哲学层;中间层—制度层;表层—物质层三个层次。只有各个层次间的互动作用,协调发展,才能推动卫生防疫质量不断迈上更高层次。
The quality of health and epidemic prevention is not only a methodological and technical issue, but also a control problem and the establishment of various systems, but a cultural issue. It directly reflects the comprehensive development level of the entire health and epidemic prevention front, in particular the status of its main body-human quality, is a social-cultural-human quality problem in the performance of health and epidemic prevention practice. The hygiene and epidemic prevention quality culture is divided into three levels: the core level - the quality philosophy level; the middle level - the institutional level; the surface level - the material level. Only the interaction among all levels and coordinated development can promote the quality of health and epidemic prevention to a higher level.
