建立企业再就业服务中心,下岗职工进中心实行基本生活保障,是体制转轨过程中建立的具有中国特色的一种保障制度,它具有明显的阶段性特点。随着经济结构调整逐步到位,市场经济的日趋发展,特别是就业制度和社会保障制度的不断完善,下岗与失业并轨是必然要求,也是与国际接轨的客观要求。淄博市从2000年开始着手研究并开展了下岗与失业并轨工作,主要采取了三项措施:一是组织调查摸底,二是市政府制定了11条政策措施,三是去年下半年开始,本着“关闭入口、畅通出口、规范运作、平稳并轨”的原则,下岗职工停止进中心。到目前有760多名企业富余人员直接推向社会失业;对中心的下岗职工进行多渠道分流,去年全市实现再就业的下岗职工10161人,再就业率达46.5%,滞留在中心的下岗职工还有1.17万人,有效减轻了并轨的压力。
