我们正处在一个伟大的社会变革时代,这是一场从工业社会向后工业社会转变的伟大变革。社会的变革也需要治理体系以及治理方式的变革与之相适应。从20世纪80年代以来,由于全球化、后工业化的压力而迫使各国政府都进行行政改革,而且取得了积极进展。但是,与后工业化的要求相比,还有很大距离。后工业化所提出的是建构合作治理模式的要求,而公共管理正是这样一种社会治理模式。
We are in a great era of social change. This is a great revolution that has shifted from an industrial society to an industrial society. Social change also requires a system of governance and changes in governance that are compatible with it. Since the 1980s, due to the pressure of globalization and post-industrialization, all governments are forced to carry out administrative reforms and positive progress has been made. However, there is still a long way to go after the requirements of post-industrialization. Post-industrialism is the requirement of building a cooperative governance model, and public management is just such a social governance model.
