2004年10月30日,国家统计局城市社会经济调查总队、中国经济景气监测中心、中国信息报社联合发布 2003年全国286个地级以上城市综合实力百强城市排名:宝鸡市名列百强第81位。陕西省除西安外,宝鸡是陕西惟一进入百强的地级市。这次中国综合实力百强城市的评比是按照城市人口与劳动力、经济、社会、基础设施和环境等5个一级指标及69个二三级小指标体系,采用专家咨询法和翔实可靠的数据,通过权威、系统、科学的计算和评定, 对全国286个地级以上城市进行的全方位综合排名。这次综合评估的指标体系体现了科学发展观的要求,评估结果反映了各个城市坚持以人为本、实践全面、协调、可持续发展观所取得的现实成就。宝鸡跻身百强主要得益于以下全面提升城市综合实力的成功实践:
