目前,我国公路交通严重滞后的主要原因是资金紧缺,而导致公路资金紧缺的主要因素是国家投入少,又无一个法定的资金来源,公路规费流失严重。要解决公路交通滞后的根本问题须从改革公路投资办法入手。 建国40多年来,我国公路建设仅靠一点养路费支撑着。全国每年约征养路费100多亿元,上交“一税两金”和补助交警将近30亿元,公路正常养护与大修约占50亿元,实际用于新路建设仅20亿元。公路建设上的这种“倒倾斜”政策和拆东墙补西墙的作法,致使现有公路越养越差,新路建设举步维艰。
At present, the main reason for the serious lag in road traffic in our country is the shortage of funds. The main factor leading to the shortage of highway funds is that the state has little investment and no legal source of funds, and the toll of highway tolls is serious. To solve the fundamental problem of laggard highway traffic should start with the reform of road investment. For more than 40 years after the founding of New China, the road construction in our country has supported only a little road maintenance fee. About one billion yuan is spent on road maintenance each year in the country. About 3 billion yuan are turned over to “one tax and two golds” and subsidized traffic police. The normal maintenance and overhaul of roads accounts for about 5 billion yuan. The actual use for new road construction is only 2 billion yuan. This kind of “down tilt” policy on highway construction and the practice of demolishing the western wall with its own walls make the existing roads more poorly maintained and the construction of new roads difficult.
