承包制给企业带来了更多的自主权力,也为企业家提供了在商品经济大潮中一展雄才的机会,但是,在一些承包企业中,也出现了民主管理薄弱,职工的主人翁地位体现不够的问题。在这种情况一下,承包者的决策正确自然好,一旦决策失误,则很难得到纠正。 于是,如何加强民主管理,便成为完善企业承包制中急需解决的一个重大问题。 吉林省辽源市第二针织厂率先实行了“两段式全员承包”。这种新的承包形式,鲜明地体现了职工在社会主义企业中的主人翁地位,为企业民主管理建立了体制上的牢固根基。 所谓“两段式全员承包”,就是把承包分为两个阶段来进行。第一阶段,是在评估企业资产的基础上,由职工代表大会选出承包工作委员会,代表全体职工与国家签订资产承包合同;第二阶段,是由承包工作委员会代表全体职工选聘经营者(厂长),并作为发包方与经营者签订经营承包合同。合同规定,厂长享有充分的经营指挥权,但要自觉接受群众监督,职工代表大会有权奖罚、弹劾或罢免厂长。

The second knitting factory in Liaoyuan City, Jilin Province took the lead in implementing the “two-stage full contract.” This new form of contracting clearly reflects the ownership status of employees in socialist enterprises and establishes a solid institutional foundation for democratic management of enterprises. The so-called “two-stage full contracting” means that contracting is divided into two phases. In the first stage, on the basis of assessing the assets of the enterprise, a contract work committee was elected by the workers’ congress to represent all employees and the state to sign an asset contract. In the second stage, the contract work committee represented the entire staff to hire managers. The director of the factory, and signed a contract of operation as the contractor and the operator. The contract stipulates that the director of the factory enjoys full operational command, but he must consciously accept the supervision of the people. The employee representative assembly has the right to reward, punish, or dismiss the director.
