Text reform is a major event that relates to the cultural life of tens of millions of people and an important task in building socialism. The CPC Central Committee and Chairman Mao have always attached importance to the reform of the text. As far back as 1940, Chairman Mao said in New Democracy: “Words must be reformed under certain conditions and words must be close to the people.” In the work report made by Comrade Liu Shaoqi on behalf of the CPC Central Committee at the Second Plenary Meeting of the Party in 1958, it was also stated that “actively carrying out the reform of Chinese characters” is one of the main tasks of the cultural revolution. On January 10, 1958, Comrade Zhou Enlai pointed out at the National Committee of the Chinese People’s Political Consultative Conference: “At present, the task of writing reform is to simplify Chinese characters, promote Putonghua, and formulate and implement a Pinyin program.”
