The replacement policy has been implemented nationwide since 1978 and it has been nearly four years. What is the effect of the implementation? What are the pros and cons of the overall solution to the problem of the unemployed youth in the country? This is a common concern. To this end, we conducted a survey on various problems that have emerged since the implementation of the policy of replacing the eight large-scale enterprises in Beijing under the guidance and assistance of the Institute of Youth Studies of the Chinese Academy of Social Sciences and the Beijing Youth Studies Association.
