随着全球经济一体化进程的不断推进、贸易体系治理边界的逐步转变以及“后关税时代”的到来,贸易便利化已经成为各国间自贸协定谈判的重要议题。通过对哥伦比亚已经签署的哥-美、哥-欧-秘、哥-韩以及哥-墨四个自贸协定文本中涉及贸易便利化的相关议题进行分析和比较后发现,样本协定中贸易便利化总体水平较低,哥方对发达国家的承诺水平普遍高于发展中国家。这一结论从一定程度上反映了拉美地区贸易便利化水平及态度,为未来中拉自贸协定谈判和经贸往来提供了方向性的借鉴。
With the progress of global economic integration, the gradual transformation of the border of the trade system and the advent of the “post-tariff era,” trade facilitation has become an important issue for the negotiation of free trade agreements among all nations. After analyzing and comparing relevant issues related to trade facilitation in the texts of Colombian-American, Colombian-European-Peruvian, Colombian-Korean and Colombian-Mexican FTAs signed by Colombia, it was found that the trade facilitation of the sample agreement The overall level is relatively low. The level of commitment of Colombians to developed countries is generally higher than that of developing countries. This conclusion, to a certain extent, reflects the level and attitude of trade facilitation in Latin America and provides a directional reference for future negotiations on the FTA and economic and trade exchanges.
