时间紧、任务重、风险高,是深圳分公司流花油田南海胜利号FPSO进坞维修过程中,安全管理工作面临的挑战。然而,涉及多家承包商共同参与的作业模式,以及各承包商施工人员安全素质参差不齐,又为坞修安全管理提出了挑战。但是,深圳分公司没有放弃安全管理,而是以自身的行动推动承包商的安全管理。2个月的坞修作业,实现了43万工时无事故,开创了承包商安全管理的新思路
