高昌王国的中央官制中,行政方面共设置九个机构:吏部、库部、仓部、主客、民部、兵部、祀部、屯田和都官。最高领导者是高昌王,之下是高昌令尹,高昌令尹之下是绾曹郎中,绾曹郎中之下是各部门机构即诸曹。上奏文书,是指各级行政机构向高昌王上奏的文书,属于官文书。它的使用状况,往往代表着当时政治文化的实际水平,所以本文从书法艺术的角度对这批上奏文书展开研究。
