一、起步 20世纪80年代,当党的改革开放政策把人们的视野扩展到国门之外时,人们突然发现,外面已是一个被新技术革命席卷着的喧响世界。面对着新技术革命的挑战,经过城乡经济体制改革之后,正在进行科技体制改革向现代化迈进的中国人深切地认识到:振兴中华、实现四化,一靠政策,二靠科学技术,重要的一环是管理现代化。而要做到这一点,了解、吸收、借鉴西方发达国家以及与我们有着同样文化传统的东方新兴工业化国家,在科技政策与管理方面的先进经验是非常必要的。《国外科技政策与管理》杂志,就是在这样一种背景和共识下于1987年7月诞生的。其主要宗旨是:研究和报道国外科技政策与管理方面的先进经验,结合我国国情,为有关领导和研究者提供可借鉴的理论指导与实际案例。这样一本综合性情报性学术期刊的问世,得到了国家科委、中国科学院和院文献情报中 First, the start 1980s, when the party’s reform and opening up policy to expand people’s vision beyond the country, people suddenly found that the outside has been swept by the new technological revolution in the noisy world. Its main purpose is to study and report on advanced experiences in science and technology policy and management in foreign countries and to provide relevant leaders and researchers with theoretical guidance and practical examples that can be borrowed in light of China’s national conditions.
