一个科学的工资制度应当具有合理的工资结构。我国公务员工资结构不合理问题是在特定的历史条件下、特殊的原因造成的。公务员工资结构失衡的治理,必须从机制和体制入手,对工资增长机制、工资管理权限的划分、工资的监督管理等方面进行改革和调整。本文介绍和探讨了工资结构的相关理论,回顾了公务员工资结构失衡的历史原因,分析了工资结构失衡带来的问题,提出了治理公务员工资结构失衡的建议。
A scientific wage system should have a reasonable wage structure. The unreasonable salary structure of civil servants in our country is caused by special reasons under certain historical conditions. The management of civil servants wage imbalance structure must start from the mechanism and system, and reform and adjust wage increase mechanism, division of wage management authority, supervision and management of wages and other aspects. This paper introduces and discusses the related theory of salary structure, reviews the historical reasons of unbalanced salary structure of civil servants, analyzes the problems caused by the unbalanced wage structure, and puts forward some suggestions to control the imbalance of salary structure of civil servants.
