通过将财政支出效率引入内生经济增长模型,构建了财政支出效率与产业结构的要素积累模型。结果表明,财政支出效率对产业结构具有显著的正向影响,并通过资本和劳动的积累引起了产业结构的变动,财政支出效率积累资本的效应大于积累劳动。同时,资本、劳动的产业效应明显大于财政支出效率积累要素的产业效应,表明一国产业发展的决定因素还是在于要素的原始积累,财政支出效率只是起到了促进作用。分地区结果表明,财政支出效率不仅具有要素积累作用,还引致了要素的流动,东西部地区要素从劳动密集型流向资本密集型,中部不显著。
By introducing the efficiency of fiscal expenditure into the model of endogenous economic growth, a model of factor accumulation in the efficiency and industrial structure of fiscal expenditure has been established. The results show that the efficiency of fiscal expenditure has a significant positive impact on the industrial structure and has led to changes in the industrial structure through the accumulation of capital and labor. The efficiency of fiscal expenditure has accumulated more capital than that of accumulated labor. At the same time, the industrial effect of capital and labor is obviously greater than the industrial effect of the elements of the efficiency of the fiscal expenditure, indicating that the determinant of the development of a country’s industry lies in the primitive accumulation of factors and the efficiency of fiscal expenditure has only played a catalytic role. The results of sub-regions show that the efficiency of fiscal expenditure not only has the function of factor accumulation, but also leads to the flow of factors. The factors in the eastern and western regions flow from labor-intensive to capital-intensive and the central is insignificant.
