随着经济体制改革的深入发展,加强预算外资金管理工作也列入了各级财政的议事日程,在县级以上预算外资金实行财政集中专户储存管理的基础上,乡级预算外资金如何管理,应列为当前的探讨课题。全州县于1990年初开始试行对乡级预算外资金集中财政专户储存管理,至今已一年多,取得了较好的经济效益和社会效益。截至1991年9月底止,储户达236个,累计存入专户金额608万元,利用间歇资金融通金额为121万元。全州县在加强乡级预算外资金“专储”管理上重点抓了基础工作,并注重效益。
