十八大以来,我国城镇化进入高速发展的时期,城镇地区的扩地需求与日俱增,征用周边农村土地迫在眉睫,只有处理好城乡用地矛盾,才能保证农村用地的可持续发展。此外,城镇化的进程,使得大量的农村人口进城务工,农村空心化程度不断加深,造成土地闲置、废弃、低效、无序利用问题日益突出。因此革新农村土地管理制度,健全有关农村用地的法制建设,加强管理,深入开展农村土地的综合治理,保证城镇化过程中农村土地的可持续发展,切实提高农村用地的经济效益,加快城乡一体化进程势在必行。

It is imminent to requisition land from surrounding rural areas. Only by properly handling the contradictions between urban and rural land can we ensure the sustainable development of rural land use. In addition, the process of urbanization has caused a large number of rural population to migrate to cities and work in cities, deepening the degree of hollowness in rural areas and causing the problems of idle land, abandoned land, inefficient land and unorganized land, which have become increasingly prominent. Therefore, we should reform the rural land management system, improve the legal system concerning rural land use, strengthen management, conduct comprehensive management of rural land, guarantee the sustainable development of rural land during urbanization, effectively improve the economic benefits of land use in rural areas and speed up the integration of urban and rural areas The process is imperative.
