新一轮的全球产业结构调整使我国长期依赖的低成本要素驱动和大规模投资驱动的外向型经济增长方式难以为继,经济增长进入重要战略转型期。作为推动产业结构转型升级、实现经济可持续发展的强大引擎,战略性新兴产业主要受R&D投入、专利申请等创新驱动因素的影响制约。文章基于要素理论通过构建创新驱动因素指标体系,运用因子分析法对创新驱动因素的关联和贡献度进行研究和测算发现:风险投资强度和科技财政支出是带动战略性新兴产业发展的主要推手,创新驱动的关键在于制度创新。因此,改革科技创新激励机制,建设创新型政府和创新型文化,完善财税金融扶持政策是带动我国战略性新兴产业发展,实现经济发展由要素驱动向创新驱动转变的必由之路。
The new round of global industrial restructuring has made it hard for China’s long-term dependence on low-cost factors and large-scale investment-driven growth of export-oriented economy and its economic growth has entered an important strategic transition period. As a powerful engine for promoting industrial restructuring and upgrading and achieving sustainable economic development, strategic emerging industries are mainly constrained by innovative drivers such as R & D investment and patent applications. Based on the theory of elements, this paper constructs an index system of innovation drivers, and uses factor analysis to study and estimate the correlation and contribution of innovation drivers. It is found that the intensity of venture capital and expenditure of science and technology are the main drivers and innovations of the development of strategic emerging industries The key to driving is institutional innovation. Therefore, reforming the incentive mechanism for scientific and technological innovation, building an innovative government and innovative culture, and perfecting fiscal, taxation and financial support policies are the only ways to promote the development of China’s strategic emerging industries and achieve the economic-driven transformation from factor-driven to innovation-driven.
