目的:探讨农村社区传染病健康管理(Health management infections diseases,HMID)模式。方法:采取查阅资料、实地调查、访谈、对比分析方法。选择3个省的行政和医务人员、教师和患者等240余人进行调查和访谈。结果:传染病仍是危害农村社区的公共卫生问题。HMID的理念和实施方案缺乏;现行传染病疫情网络直报系统难以识别病人流动状态;传染病健康知识教育有待改进;基层传染病防控队伍未发挥好防控第一关口作用;财政投入方向有待探讨。结论:传染病防治是社会问题的观念是改变现状和制度建设的保障,设计了HMID模式的体系框架,把传染病知识和道德教育作为中小学素质教育内容是基础措施,编制“慢性传染病单病健康知识手册”是调动管理对象自觉性和主动性的办法,利用现代技术为传染病患者创建网上家园是重要补充;将公安系统和出入境检疫机构管理的流动人口信息实时传递到同级疾控中心是监测的有效措施;农村社区卫生机构是实施HMID的主体;优化财政投入方向是政策推手。
Objective: To explore the mode of Health management infections diseases (HMID) in rural communities. Methods: Access to information, field surveys, interviews, comparative analysis methods. More than 240 administrative and medical staff, teachers and patients from 3 provinces were selected to conduct surveys and interviews. Outcome: Infectious diseases continue to be a public health problem that endangers rural communities. The concept of HMID and the lack of implementation of the program; the current infectious disease network reporting system is difficult to identify the flow of patients; infectious disease health education needs to be improved; prevention and control of grass-roots communicable diseases team did not play a good role in the prevention and control of the first pass; Discussion. Conclusion: The concept of prevention and treatment of infectious diseases as a social problem is to change the status quo and the guarantee of system construction. The system framework of HMID model is designed. Knowledge of infectious diseases and moral education are the basic measures of quality education in primary and secondary schools. It is an important supplement to create an online home for patients with infectious diseases by using modern technology. The information on floating population managed by the public security system and the exit and entry quarantine agencies is transmitted in real time to the public Level CDC is an effective measure for monitoring; rural community health agencies are the main body of the implementation of HMID; optimizing the direction of financial input is a policy promoter.
