不同于其他专业或职业,经济学专业竟没有对其行为的正式内部管理标准,而经济学家的判断通过政府决策,对上百万公民的生活产生了远超过其他高度规范专业的巨大影响。如本轮危机所示,经济学家错判的系统性失败,已导致公民生计不必要的乃至灾难性的损失。改变经济学研究困境的基本出路在于确立多元化的行为准则,以便于公众进一步追究经济学家的渎职行为。在致英国国会同行评审专门委员会的信件中,异端经济学会对同行评审过程弊端的案例分析及改革提案,具体指出了如何提高经济学科研成果和出版质量、决定科研基金分配等方面的多元化改革路径,涉及经济学专业评价、成果发表、科研人员的招聘和晋升等。
Unlike other majors or professions, economics majors in the absence of formal internal management standards for their conduct, and economists’ judgments through government decision-making have a tremendous impact on the lives of millions of citizens far beyond that of other highly regulated majors. As this round of crisis shows, the systematic failure of economists to make mistakes has led to unnecessary and catastrophic losses to the livelihood of citizens. The basic way to change the dilemma of economics lies in establishing a pluralistic code of conduct so that the public can further investigate the malfeasance of economists. In a letter to the British Parliamentary Peer Review Panel, the Heterodox Economics Institute conducted a case study and a reform proposal on the shortcomings of the peer review process, specifically pointing out how to improve the diversification of the scientific research achievements and publishing quality in economics and the distribution of scientific research funds Path, involving the economics profession evaluation, the publication of the results, the recruitment of scientific research personnel and promotion.
