山东省成立了由主要领导挂帅的农村公路建设领导机构,有的列为“一把手”工程,有的列为每年为人民群众所办的重要实事之一,并将其作为年度考核评比的重要指标。为破解资金瓶颈制约,各市县制定出台了一系列配套政策:一是部分市县从农业征税和农业转移支付中提取5%~10%,专项用于农村公路改造与养护。二是与交通有关的地方税费,如车船使用税、施工单位营业税、交通罚没收入等,使财政即征即返,用于农村公路改造。三是市县财政每年安排一定资金作为配套资金,如济南市政府连续3年每年从财政安排500万元预算资金,用于农村公路改
