中共中央、国务院《关于制止乱砍滥伐森林的紧急指示》发布后,昆明市委、市人大和市人民政府认真学习,采取有力措施,在郊区有林县、社从快查处了一批毁林案件,张扬了法制,震慑了罪犯,教育了群众,收到了良好效果。据一九八三年一月十日不完全统计,全市共清查各种毁林事件六千二百八十七起,处理六千一百八十三起,占毁林事件总数的百分之九十八。其中,重大案件一百五十三件,已处理三十九件,占案件总数的百分之二十六。处理县、社、队领导干部十八人(其中县级二人,社队级十六人),依法判刑八件十人。受党纪处分的六人,政纪处分的五人。清理非法木材一千七百四十七立方米,罚款一十四万八千元。关闭木材自由市场三十三个。整顿木材加工厂二十四个。他们的主要做法是:
