政府信息化是国家信息化建设中的重要组成部分,电子政务的建设是其中的关键环节,有利于提高政府的决策理性和公共政策的品质,民族地区由于其特殊的政治、经济、文化等环境,电子政务发展处于落后状态。笔者基于里格斯的生态行政学理论,从经济、社会、沟通网络的角度出发分析民族地区电子政务建设制约因素,提出完善电子政务建设的对策,推动民族地区信息化进程。
Government informatization is an important part of the national informatization construction. The construction of e-government is one of the key links, which is conducive to improving the government’s decision rationality and the quality of public policy. Because of its special political, economic and cultural environment , E-government development in a backward state. Based on Riggs’ theory of eco - administration, the author analyzes the restrictive factors of e - government construction in ethnic regions from the perspectives of economy, society and communication networks and puts forward the countermeasures to improve the construction of e - government so as to promote the informatization process in ethnic regions.
