城市历史文化保护工作是一项“公众参与、专家咨询、舆论监督和政府决策”的系统工程,需要社会和政府多部门的通力协作完成。地方志机构作为“官书”的编修部门,应利用自己的资料优势,在保护城市历史文化中发挥咨询作用,这也是修志工作者的历史责任。地方志在城市历史文化保护中的作用主要表现在:为保护、修缮城市历史建筑的工程提供结构、材质等工程方面的资料、图片及修缮意见;在大量所掌握的史志文献资料中提取城市历史文化要素并进行整理、考订;为城市历史保护工作的整体规划布局提供建设性意见和信息;充分挖掘、解析城市历史空间的文化内涵,为传承和利用城市历史文化打牢资料性基础。
The protection of urban historical and cultural heritage is a systematic project of “public participation, expert consultation, public opinion supervision and government decision-making” and requires the concerted efforts of various departments of the society and government to complete the project. As a compiling department of “official book”, local chronicles institutions should make use of their own data advantages to play an advisory role in protecting the history and culture of cities. This is also the historical responsibility of the practitioners. The functions of local chronicles in the protection of historical and cultural cities are mainly as follows: to provide information on engineering, materials and other engineering materials for the protection and restoration of urban historic buildings, as well as the opinions on the repair of the historic buildings; to extract the history of cities from a large amount of historical records Cultural elements and sorting, examination; for the overall planning and layout of urban historical protection work to provide constructive advice and information; to fully tap and analyze the cultural connotation of the urban historical space for the inheritance and utilization of historical and cultural foundation to lay a solid foundation.
