西北区各省(市)人民政府:公粮是国家财政的重要收入,关联着巩固收支平衡和广大人口的负担问题。因此,秋征工作必須列为当前重要任务之一,各级人民政府,应即迅速布置,按照不同地区的情形,结合土地改革或减租,反霸、剿匪、肃特等工作,进行征收。切实注意加强领导,及时检查督促,并集中力最尽量派遣得力干部,深入农村,具体领导与帮助秋征,以求做好工作,并按时完成任务。陕西省、西安市須争取于十二月二十日前全部公粮入仓,甘肃、宁夏、新疆、青海争取于十二月底全部入仓。凡经土地改革之老区;应依照老区农业税条例征收;未经土地改革之新区,一律依照中央人民政府颁布之「新解放区农业税暂行条例」及各该省(市)制定的施行细则征收。在进行征粮工作中,应确实执行中央人民政府政务院颁布之「关于新
