申诉复查程序是对申诉案件进行审查、决定是否再审的过程。法律对此虽没有规定，但已事实上因谋求诉讼公正而成为审判实践中不容忽视的诉讼程序，也是审判监督程序中不可分割的重要组成部分。申诉复查程序是审判监督程序的启动程序，随着对申诉人提出再审申请的审查立案而启始
