无论是在经济危机时期还是正常经济时期,正确制定和实施反垄断政策对于一国经济发展都具有重要意义。1929—1933年美国经济危机表明没有什么可以充分替代竞争性的市场,反垄断政策的目标是始终如一的,有效实施反垄断政策是政府应对经济危机以维护市场竞争的重要手段。当前金融危机对我国的反垄断政策产生了一些消极影响。我国应当将严厉与宽容的反垄断政策有机结合起来,在坚持反垄断政策基本目标的前提下,考虑在更广阔的社会背景中有效实施反垄断政策,拓展反垄断知识,提高反垄断执行能力,以及加强反垄断执法机构之间的国内合作与国际合作。
No matter during the economic crisis or the normal economic period, the correct formulation and implementation of antitrust policies are of great significance to the economic development of a country. 1929-1933 American economic crisis shows that there is nothing to fully replace the competitive market. The antitrust policy has the same goal. The effective implementation of antitrust policy is an important measure for the government to cope with economic crisis and maintain market competition. The current financial crisis has had some negative effects on our antitrust policy. Under the premise of upholding the basic objectives of antitrust policy, our country should combine the strict and tolerant antitrust policies organically, consider the effective implementation of antitrust policies in a wider social context, expand antitrust knowledge and enhance antitrust enforcement capacity, As well as to strengthen domestic and international cooperation between antiterrorist law enforcement agencies.
