Since the 1990s, there has been a new trend in the content and method of German administrative law research. Andreas Voβkule, the current president of the Federal Constitutional Court and professor of law at the University of Freiburg, is one of the pioneers and advocates of this new direction. He and two other professors of administrative law, Professor Wolfgang Hofmann-Riem and Professor Eberhard Schmidt-Aßmann, held 10 seminars continuously from 1991 to 2003 to discuss this new trend The core proposition and methodological foundation. The outcome of the discussion has been published and published under the title of “Basis of Administrative Law”. The book consists of three volumes and has reached 4,700 pages in length, including more than 50 scholars’ dissertations.
