某机关因为人多事少,纪律松弛、工作作风散漫而受到上级的批评。该机关领导即在全体人员会议上宣布,如果机关人员再在上班时间打牌下棋或者串门聊天的话,就首先选派他们“下海”。又闻,有的单位在落实“下海”任务时,作出规定:凡工作开展不力或不很好地完成本职工作任务的人员,将“优先安排”他们“下海”接受锻炼。这实际上将“下海”带有某种处罚的性质。对此,笔者不敢苟同。鼓励和提倡机关干部“下海”对于改进机关工
