In the early 1980s, the construction of highways undermined the rural landscape and the rising public complaints attracted the attention of the French Ministry of Public Utilities. Rural communities can stop more and more projects that damage the environment and culture. Bernard Larss was invited as a consultant to the Public Utilities Department to help the ministry find solutions and participate in the coordination of some of the projects as necessary. At the same time, it also provided Lhasz with an opportunity to persuade the Public Utilities Department to respect the rural landscape around the motorway. After several pilot projects with the Association of Expressways in Southern France (the rest area of Nimes Kasaghe) and Kfilot (Express A85 and A28), the Public Utilities Department began implementing a project on the freeway New landscape policy.
