目的识别拟建炼油助剂生产装置中职业病危害因素,并进行分析评价,以确定职业病危害防护重点和措施。方法依据《建设项目职业病危害预评价技术导则》,采用类比法、经验法和检查表法进行分析和评价。结果该炼油助剂拟建设项目的选址与总体布局、生产工艺与设备布局、职业病危害防护设施、个人使用的防护用品、应急救援、卫生辅助设置、职业卫生管理等符合《中华人民共和国职业病防治法》等法律法规规定;该炼油助剂装置在生产过程中可能产生或存在二甲苯、乙酸酐、甲醇、氢氧化钠、乙二胺、盐酸、磷酸、甲酸、乙酸、丙酸、氧化钙、噪声等职业病危害因素。其中类比装置投料口、罐装口甲醇短时间接触浓度分别为80.0、285.7 mg/m3,时间加权浓度达36.6 mg/m3,预计该项目投产后甲醇浓度可能超出职业卫生限值。结论该项目为职业病危害严重的建设项目,部分防护设施需进一步改进和完善。

Results The location and layout of the proposed refinery additive for the proposed construction project, production technology and equipment layout, protective equipment for occupational hazards, protective articles for personal use, emergency rescue, health aids, occupational health management, etc. meet the requirements of Occupational Disease Prevention and Treatment of the People’s Republic of China Law, "and other laws and regulations; The refining aid plant may produce or be present in the production process of xylene, acetic anhydride, methanol, sodium hydroxide, ethylenediamine, hydrochloric acid, phosphoric acid, formic acid, acetic acid, propionic acid, calcium oxide, Noise and other occupational hazards. Among them, the short-term contact concentrations of feedstuffs and canned methanol in analogy devices were 80.0,285.7 mg / m3 and time-weighted concentrations were 36.6 mg / m3 respectively. It is estimated that the methanol concentration after the project is put into operation may exceed the occupational health limit. Conclusion This project is a serious construction project with serious occupational diseases. Some protective facilities need to be further improved and perfected.
