国以才立,政以才治,小康大业,人才为本。为实现全面建设小康社会的宏伟目标,以胡锦涛总书记为核心的党中央科学地作出了“实施人才强国战略,坚持党管人才原则”的英明决策。这充分体现了我们党对人才价值的深刻认识和领导方式转变的高度自觉。当前,怎样正确理解和践行党管人才原则是摆在我们面前必须解决的重要课题。笔者认为:党管人才原则是实现人才强国战略的根本保证:而要坚持党管人才原则,必须以高度的政治责任感和历史使命感来正确理解并积极践行,具体做到正确理解“原则”内涵,合理统筹“四管”要点,科学把握三个环节。
