许多国家一直在努力提高执行中心协调和掌控公共政策的能力。关于整体政府和协同政府的文献描述了这些变化,以彰显其消除此前新公共管理改革带来的负面影响的努力。本文研究的主要问题是执行中心的强化是否也可以通过更广泛的社会发展和内阁自身的特点来解释。本文将通过审视过去30年中挪威的变革来回答这一问题。尽管挪威的案例中也有早期新公共管理改革的因素,但本文发现其改革的努力也可以通过其提高内阁决策力以及解决内阁中党派冲突的愿望来解释。
Many countries are constantly striving to increase the capacity of their centers to coordinate and control public policies. The literature on holistic and synergistic government describes these changes in an effort to demonstrate its efforts to eliminate the negative effects of previous reforms of the new public administration. The main issue in this paper is whether the strengthening of executive centers can also be explained by the broader social development and the characteristics of the cabinet itself. This article will answer this question by examining the changes in Norway over the past 30 years. Although there are also some elements of the early reform of the new public administration in Norway, the paper finds that its efforts to reform can also be explained by its desire to increase the cabinet’s decision-making power and resolve the conflicts in the cabinet.
