根据国务院《关于基础教育改革与发展的决定》的精神,教育部于2001年6月颁布了《基础教育课程改革纲要(试行)》,它标志着我国基础教育改革进入一个新的阶段——课程改革阶段。课程体系的根本性改革,对于在基础教育领域全面实施素质教育,培养学生鲜明的社会责任感、健全的人格、创新精神和实践能力、终身学习的愿望和能力、良好的信息素养和环境意识等,具有重要意义。本文仅就课程改革对加强中小学德育所起的作用谈几点认识。
