各市、县、自治县人民政府,省政府直属各单位,各有关企业:2003年的报刊征订工作现已开始。为切实做好2003年度《海南政报》的征订发行工作,特通知如下:一、做好宣传发动工作,进一步提高对《海南政报》职能和作用的认识。《海南政报》是海南省人民政府机关刊物,是刊登国家法律、法规和省政府文件的主要载体,也是政府传达政令、指导工作的重要工具。《中华人民共和国立法法》规定,在国务院公报和地方人民政府公报上刊登的国家行政法规和地方规章文本为标准文本。根据这一规定,《海南政报》行使省人民政府公报的职能,所刊登的省人民政府规章文本为标准文本。为充分发挥政报沟通政府与社会的桥梁作用,进一步增强政务工作的透明度,扩大政府文件的覆盖面,特别是增强该刊的时效性,缩短出版周期,使政府文件能及时与广大读者见面,《海南政报》从2003年起由月刊改为半月刊。改为半月刊的《海南政报》将成为政府普发文件下

According to this stipulation, the “Hainan Gazette” exercised the functions of the gazette of the provincial people’s government and the texts of the regulations of provincial people’s government published as standard texts. In order to give full play to the role of communication between the government and society, we should further enhance the transparency of government affairs and expand the coverage of government documents. In particular, we should enhance the timeliness of the magazine and shorten the period of publication so that government documents can meet with readers in a timely manner.
