根据我国加入WTO所作的承诺,入世后将允许外商设立从事佣金代理、批发、零售和特许经营服务的合营公司,从事除烟草及其制品、食盐、书报杂志、药品、农药、农膜、化肥、原油、成品油以外商品的进口和批发、零售业务;入世3年内逐步取消对合营公司的数量、地域、股权和企业设立方式方面的限制;入世5年内除烟草的批发和零售、食盐的批发以外,逐步取消对其它商品的经营限制。我国入世已1年,认真分析分销领域出现的新情况,及时采取相应的对策,是我们面临的重要问题。一、分销领域没有出现外商进入的异常情况据国家经贸委的统计,今年上半年累计新批准外商及港澳台投资零售企业8个,其中7个连锁公司,1个百货店,店铺总数28个。2001年上半年,新批准外商投资零售企业7个,全部是连锁公司,店铺总数380个(如果扣除广东“7—11”便利店一次报批的350个小型分店,店铺30个)。从新批外商投资企业的数量以及店铺数量来看,分销领域的情况同金融、电信等部门完全不同,入世前后
