《机关档案工作业务建设规范》规定:“机关档案人员调动工作时,必须在办完档案移交手续后方能离开岗位。”然而在实际工作中,尤其是在基层,有一部分单位或档案人员却忽视了这一工作环节,具体表现在以下几个方面:一、档案交接不及时一些基层单位对档案交接工作不够重视,领导把关不严,在档案交接手续还未办妥的情况下,老档案人员就离岗而去,新档案人员也就糊里糊涂上了岗,以致出现一系列责任不明、界限不清的问题。
