美国主流民意反对强力推动政府采取温室气体减排措施,是由于美国民众的大多数在思想上没有做好准备。只有在以下两种情况下,公众关于气候问题的意愿才会发生根本的转变:一是气候变化问题严重到直接危及到大多数人的生活甚至生存;二是出现了经济上可行的,可以大规模取代现有落后技术、产品和化石能源的新技术、新产品和新能源。美国政府在哥本哈根会议上的表现提醒我们:要加快发展具有自主知识产权的,经济上可行的,可以大规模取代现有落后技术、产品和化石能源的新能源、新技术和新产品。
The opposition of the mainstream public opinion in the United States to the strong promotion of government measures to reduce greenhouse gas emissions is due to the fact that most of the American people are not ideologically prepared.
