公共政策是对社会价值的权威分配,也是国家和政府的活动的依据与目标,因此公民参与既是公共政策的基本要求,又是检验公共政策在多大程度上代表民意的指标。本文梳理分析改革开放以来我国公共政策过程中公民参与角色经历三个发展阶段,即传统社会公共政策过程中对公民参与角色背离,转型社会公共政策过程中公民参与角色的复苏和现代公民社会中公民权利意识觉醒带来角色回归。结合具体情境剖析其得失,为我们在公共政策过程中如何吸纳民意和在多大程度让公民有序合理的参与提供参考。
Public policy is the authoritative distribution of social values and the basis and goal of the activities of the state and the government. Therefore, citizen participation is not only the basic requirement of public policy, but also the indicator to test the degree to which public policy represents public opinion. This paper combs and analyzes the three stages of development of citizen participation in the process of public policy in our country since the reform and opening up, that is, the deviations from the role of citizen participation in the process of the traditional social public policy, the recovery of the role of citizen participation in the transformation of social public policy and the citizens in modern civil society Awakening of awareness of rights leads to the return of roles. According to the specific situation, it analyzes the pros and cons and provides reference for how we can absorb the public opinions and how to make citizens participate orderly and reasonably in public policy process.
