国家体改委副主任王仕元认为:国有小企业的拍卖,涉及到企业的人、财、物的重新分配和安排,关系到企业(买卖双方)和职工的切身利益,因此,搞好拍卖需要正确处理好以下几个问题: 一、确保国有资产不流失。这首先要对被出售的资产进行清产评估,其次,拍卖过程中要坚持公开、公正、公平的原则。二、妥善安置被出售企业的职工。第一,在职职工的去留,要实行双向选择的原则,应在成交过程中达成协议,第二,对退休职工一是购买方以接受退休职工为条件,在确定底盘价格时考虑这一因素;二是计算出退休职工劳保所需的费用总额,由购买方向社会保险机构交纳劳保统筹资金,由社会保险机构支付退休职工的劳保费用。
