7月29日,中共中央总书记习近平主持召开中共中央政治局会议,会议分析研究了上半年经济形势和下半年经济工作。会议认为,上半年,中国经济运行保持在合理区间,主要指标符合年度预期目标,经济运行保持平稳。同时,国内外环境相当复杂,不稳定、不确定因素依然较多,经济发展仍面临较大挑战。从公共投资建设领域看,中央投资项目建设和投资在公路、铁路、保障房建设等方面还是取得了较好的成绩。
