六、兰州市公安局“封杀”新闻记者 2002年8月1日,兰州市公安局将一纸“公函”送到兰州市内6家都市类报纸负责人手中,宣布对16名记者予以“封杀”。公函称:由于个别记者因采访不深入,出现了一些严重失实的报道,这些失实报道既违背了新闻报道客观真实性的原则,也损害了公安机关和人民警察的形象,给公安工作带来了很大的负面影响。同时,鉴于公安工作的特殊性和保密性,公安局以后将不再接待这16名记者,这些记者“再不宜到公安机关采访”。这纸公函引起了全国广泛的关注,引发了一场新闻界关于记者的采访权、公民的知情权及信息公开制度的大讨论。
