本章首先从不同的分类角度介绍了物资企业的类型。提出了五种主要分类方法,即按生产资料所有制形态、经营环节、业务内容、组织形式和所属部门来划分物资企业,以便有助于了解各类物资企业的业务形式和内容。其次,对物资企业内部组织机构进行了研究,明确了组织机构的组建原则、组织形式和内部组织分工的体系。本章还遵照国务院《‘八五’企业管理现代化纲要》提出的“树立以人为核心的管理思想”的要求探讨了人才开发的意义、内容和开发途径。指出人才是提高经济效益之根本,是提高质量和市场竞争力的根本,是现代化的需要。明确了进行人才开发的计划、设计、评估、配置及培训的内容和方法。教材结合《条例》讨论了物资企业经营机制的内容、转换经营机制的原则和目标,对“四自”的内容从理论到实践都做了深入的阐述,讲清了“四自”的含义和实现方法。本章还讲述了适合于物资企业的现代化管理方法—目标管理。对目标体系的概念、特点、目标之确定、展开以及实施方法、目标成果的评价方式、方法、内容都有详尽的说明。最后,讲述了管理现代化的意义、所包含的5方面内容以及实现管理现代化的措施。
This chapter first introduces the types of material companies from different perspectives. Five main classification methods are proposed, namely, the material ownership system, business links, business contents, organizational forms, and the departments to which the materials are allocated to help understand the business forms and contents of various material companies. Secondly, a study was conducted on the internal organizational structure of material companies, and the organizational principles, organizational forms, and internal organizational division of labor were defined. This chapter also discusses the significance, content, and development approach of talent development in accordance with the requirement of “Building a human-centered management ideology” proposed by the “8th Five-Year Plan of Modernization of Business Management”. It is pointed out that talent is the basis for improving economic efficiency, is fundamental to improving quality and market competitiveness, and is the need for modernization. The contents and methods for planning, designing, evaluating, configuring, and training personnel development are clarified. In combination with the Regulations, the teaching materials discussed the contents of the operation mechanism of material companies and the principles and objectives of the transformation of operating mechanisms. The contents of the “four-self” were elaborated from theory to practice, clarifying the meaning of “four-self”. Implementation. This chapter also describes a modern management method suitable for material companies—target management. The detailed descriptions of the concept, characteristics, objectives of the target system, and the implementation methods and evaluation methods, methods, and contents of the target achievements are provided. Finally, it describes the significance of management modernization, the five aspects it contains, and measures to modernize management.
