贻谷为清末督办垦务大臣,绥远城将军,1902年奉旨到内蒙古西部进行垦务工作,1908年由于归化城副都统文哲辉参奏,贻谷被撤职交法部查办,贻谷在任七年间,在内蒙古大力推行垦务政策,为清政府搜刮到不少银两,在发展水利、教育等方面也做出了一定的贡献,贻谷被参劾案发生之后,朝野上下舆论为之哗然,由于频繁变动主管该案的官员加之其他原因,贻谷案被搁置三年之久,本文力图通过相关资料一窥贻谷被参案的过程以及该案审理过程中暴露的一些问题。

In this paper, I try to get a glimpse of the process by which Yi Valley was involved and the problems exposed in the trial of the case .
