1.会议指出,苏共中央4月(1985年)全会和党的27大的决议,对官僚主义及其下述丑恶表现,发起了积极进攻,如经济、社会和精神领域的强迫命令和行政干预,对人民的权利和要求漠然置之,对劳动群众的社会舆论和社会经验采取藐视态度。在停滞和民主制被禁锢的情况下,官僚主义发展到了危险程度,成了社会发展的障碍。官僚主义的丑恶表现(特别是在政治领导上),是和作为群众生动创造的社会主义格格不入的。彻底的经济改革、政治体制改革、党和社会的民主化进程、公开性、发展批评和自我批评、实际吸收人民群众参加社会管理,从根本上动摇了官僚主义的阵地。但整个斗争还刚刚开始。

The thorough economic reform, the reform of the political system, the democratization of the party and the society, the openness, the development of criticism and self-criticism have actually absorbed the people in participating in social management and fundamentally shaken the bureaucratic positions. But the whole struggle has just begun.
