就业问题一直是各国政府时刻关注的重要问题。在中国 ,就业问题显得尤其重要。中国自改革开放以来 ,建立在原计划经济体制上的就业机制正在逐步退出历史舞台 ,代之以与市场经济体制相适应的就业机制。在这个转轨过程中 ,由于中国特有的人口包袱 ,导致劳动力供求的严重失衡 ,原体制下国有企业的隐性失业和二元经济中农村隐性失业的释放 ,经济发展中的产业结构大幅度调整所带来的结构性失业的不断上升 ,以及中国经济发展过程中同时面临的信息化、工业化和发展知识经济等几重任务所要求的就业转移 ,导致就业矛盾更为尖锐 ,各种失业不
