农业是我国国民经济的基础,增加9亿农民的收入是当前党和国家非常关心的热点问题。我国加入世贸组织后,农业和9亿农民面临着国际农产品市场的巨大冲击。如何在入世后继续保持农业的基础地位,增加农民收入是关系我国能否实现国富民强、社会长治久安的重大战略问题。在世贸组织的框架下,政府支持和保护农业的政策空间狭小,而举办有国家财力和政策支持的农业政策性保险无疑是可行而有效的途径之一。 Agriculture is the basis of our national economy. Increasing the income of 900 million peasants is a hot issue that the party and the state care very much about now. After China’s accession to the WTO, agriculture and 900 million peasants are facing a huge impact on the international agricultural market. How to continue to maintain the basic position of agriculture after the accession to the WTO and increase the peasants’ income is a major strategic issue that affects whether our country can realize the prosperity of the country, enrich the people, and ensure long-term social stability. Under the framework of the WTO, the policy space for government support and protection of agriculture is small. It is undoubtedly one of the feasible and effective ways to hold agricultural policy insurance with state financial resources and policy support.
