在电网开放的条件下,转运费用中固定成本的定价由于涉及电网固定投资的回收问题,因而倍受关注。在分析了短期边际成本法对固定成本的回收无能为力,功率增量定价法和目前较为常用的功率距离增量定价法也存在分配固定成本不公平的缺陷的基础上,文章提出一种新的分配固定成本的方法,即改进的功率距离方法。这种方法以功率距离方法为基础,根据每项转运业务转运的电量来确定其应承担的转运费用,同时把保证电网安全运行所需的费用合理地分配在转运费用中。
Under the condition that the power grid is open, fixed-cost pricing in trans-shipment costs has attracted much attention because it involves the recovery of fixed investment in the power grid. After analyzing the short-term marginal cost method’s inability to recover fixed costs, the power incremental pricing method and the currently-used power distance incremental pricing method also have the disadvantages of unequal distribution of fixed costs. The article proposes a new allocation. The fixed cost method is the improved power distance method. This method is based on the power distance method, determines the transfer cost that should be borne by each transhipment business, and at the same time reasonably allocates the cost required to ensure the safe operation of the grid in transit costs.
