1990年是湖北省县级以上物资企业实行承包经营责任制的最后一年,绝大多数企业的第一轮经营承包即将到期,今后,是继续转入新的一轮承包,还是停止实行?这是当前存在的两种不同争论。笔者认为,通过近几年的实践,承包经营责任制在搞活物资企业方面发挥了重要作用,已成为推动物资流通体制深入改革的动力。尽管目前还存在一些弊端和缺点,但仍是物资企业当前较现实较好的选择。因此,我们应该坚持稳定、完善和发展的方针,积极做好转入下一轮承包的准备工作。下面就这个问题,谈几点意见: 1.关于下一轮企业承包的合同期限问题。可以从各企业的实际情况出发,如果企业的五年发展计划已经确定,下一轮承包期就可适当长一点,到“八五”计划期末:如果还没有确定,则可先搞滚动承包,滚动一年或两年,待企业计划确定后,再搞较长期的承

Therefore, we should uphold the principle of stability, improvement and development and actively prepare for the next round of contracting. Below on this issue, talk a few comments: 1. On the next round of business contract contract deadline. Starting from the actual situation of each enterprise, if the five-year development plan of an enterprise has been established, the next round of contractual period may be appropriately longer, and by the end of the “Eighth Five-Year Plan” period: if it is not yet confirmed, it may engage in rolling contracting, Roll a year or two, until the business plan is confirmed, then engage in longer-term commitment
